The Legislative Arm & Clerk's Office supports local democracy by providing administrative and procedural support for the Council, coordinating bye-law making, and keeping accurate legislative records.

Our Mandate

To provide professional legislative and administrative support to the Council's elected Councillors; coordinate the making of bye-laws and resolutions; maintain accurate legislative records; and ensure that the democratic will of the people is translated into clear, lawful, and enforceable decisions.

What We Do

  • Prepare order papers, agendas, and minutes for legislative sittings
  • Support the drafting and passage of bye-laws and resolutions
  • Maintain archives of debates, motions, and legislative decisions
  • Act as the formal link between the Legislative and Executive arms
  • Collaborate with the Legal Unit on drafting and vetting bye-laws
  • Guide legislative proceedings in line with standing rules
